Chief Code Enforcement Official

NATURE OF WORK

Under general supervision, an employee in this class is responsible for the issuance of permits; the inspection of building, electrical, plumbing, and mechanical installations for code compliance; serving as plans examiner for all construction within the City; the enforcement of City ordinances administered through the Building Inspections Department; and the reporting of code enforcement and inspections activities. Work involves supervision of other inspections and administrative staff, departmental budget and purchasing, and technology management. Tact, courtesy, and firmness must be exercised in dealing with contractors and the general public. Work requires strong knowledge of building trades and construction practices, state certifications, and strong public contact, conflict resolution, and administrative skills.  Work involves inspecting a variety of electrical installations for quality of workmanship, material and safety precautions; interpretation, application and enforcement of rules and regulations relating to the construction of new buildings; the repair or alteration of existing buildings or structures; and interpretation, application and enforcement of rules and regulations relating to plumbing and mechanical installation in new and existing building and structures.   Employee may also inspect buildings and facilities for electrical hazards and review plans and specifications for new construction.   Employee must check plans and specifications for proposed installation to ensure the codes and ordinances have been followed, but must exercise independent judgement in applying these standards to variety of work situations.  Reports to the Assistant City Manager.

EXAMPLES OF DUTIES

Inspects buildings in the process of construction, alteration or repairs for compliance with building code requirement, approved plans, construction and safety practices; examines plot plans, structural framing, insulation installation, and general arrangement of building facilities for materials and workmanship. Inspects electrical installations and facilities for compliance with code requirements; checks plans and specifications for the proper installation and connections of fixtures; investigates complaints concerning buildings that may not comply with electrical codes; inspects plumbing, heating and air conditioning systems of building structures; reviews newly issued building permits along with plans and specifications for proper plumbing, heating, air conditioning , and ventilation systems; assist and advise contractors and others regarding pertinent regulations; inspects new residences, businesses, schools and other buildings or structures for conformance with applicable building safety standards, zoning codes and ordinances; issues inspection certificate for approved installation; maintains all necessary reports pertaining to inspections and codes enforcement work;  attends and participates in meetings, prepares correspondence with builders and contractors to advise them of code changes and violations at constructions sites, responds to natural disasters and participates in damage assessments. Supervises and participates in the maintenance of records of inspections and prepares necessary reports for the department using specialized software and field notes; issues certificates of occupancy when codes are met; prepares and administers department budget, recommends fee schedules, and participates in determining necessary technology.

MINIMUM QUALIFICATIONS

Knowledge, Skills and Ability

Must be physically able to operate a variety of machinery and equipment including adding machines, typewriters, computers, copiers, levels, measuring gauges, two-way radios, etc.  Must be physically able to operate a motor vehicle.  Requires the ability to physically maneuver over and/or upon varying terrain, surfaces or physical structures.   Must be able to exert up to 50 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of  force constantly to move objects.  Physical demand requirements are of those for medium work.   Requires the ability to compare and/or judge the reality observable, functional, structural or composite characteristics (whether similar or divergent from obvious standards) of data, peoples or things.  Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.  Has considerable knowledge of modern building, plumbing, electrical and mechanical construction practices, materials and equipment of the various stages of construction when violations and defects should be observed and corrected.  Has considerable knowledge of state and local ordinances and codes administered through the Building Department applicable to the inspector’s area of certification.  Has considerable knowledge of the approved methods and practices involved in the installation, construction, repair and maintenance of a variety of electrical and mechanical equipment.   Is able to detect and locate defective workmanship in construction or repair of buildings.   Is able to interpret blueprints, diagrams, specifications, codes and building regulations.   Is able to deal tactfully and firmly with contractors, property owners, and the general public.   Is able to physically maneuver on scaffolds, structural members and cramped quarters to accomplish thorough inspections.   Is able to establish and maintain effective working relationships as necessitated by assignments.

Training and Experience

Graduation from high school or GED, supplemented by special training in building inspection, and some experience in residential and/or commercial, electrical building, mechanical or plumbing construction work; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.

Special Requirements

Minimum Level II certification in all trades. 

SALARY RANGE: $68,000-$97,143 

CLASSIFICATION: FLSA Exempt.
